Preamble: To ensure the City of Arborfield functions efficiently and without unnecessary delay, this amendment clarifies and expands the Deputy Mayor’s authority in situations where the Mayor is unavailable, inactive, or delaying necessary action. It also addresses election procedures during periods of mayoral absence.
BE IT ENACTED BY THE CITY OF ARBORFIELD COUNCIL HERE ASSEMBLED THAT,
SECTION 1 – Legal Authority
This amendment shall be legally binding upon completion of the process outlined in the City Charter.

The City Charter currently states:
“The Mayor shall hold all the executive power of the City and shall be responsible for maintaining and managing the Executive Branch of the City of Arborfield. The Deputy Mayor shall assist and advise the Mayor in the performance of their duties, but may not exceed the authority granted to them by the City’s laws. The Mayor and Deputy Mayor shall be obligated to ensure that the City’s laws are faithfully executed through administrative supervision and management of all entities. The Mayor and Deputy Mayor shall have the authority to propose legislation to the City Council in the form of Ordinances for the City Council to pass.”
This amendment shall revise Section 1 to include the following additions:
The Deputy Mayor shall be granted temporary executive authority to act on behalf of the Mayor in the following cases:
The Mayor is on an official Leave of Absence (LOA)
The Mayor is inactive or has failed to act on a required duty within a reasonable timeframe (defined as 7 days unless otherwise specified)
This authority includes, but is not limited to:
Signing reports and documents
Coordinating with the City Clerk
Managing Trello Boards and city workspaces
Calling and organizing council meetings
Executing administrative tasks necessary for city operations such as and not limited to, elections for any government position
A Leave of Absence does not constitute a vacancy, however a extended LOA may constitute a vacancy as deemed by this amendment
All actions taken by the Deputy Mayor under this amendment must be documented and shared with the City Council within 72 hours. The Council retains the right to review and reverse any action deemed inappropriate or outside the scope of this amendment.
SECTION 2 – Severability
If any part of this amendment is declared invalid or unenforceable, the remaining sections shall remain in full effect unless the entire amendment is struck down.
SECTION 3 – Expiration Clause
This amendment shall remain in effect unless repealed or replaced by future legislation.
