IN THE SENATE OF THE STATE OF FIRESTONE

A BILL
To Formally Recognize the State of Colorado as Rightful Territory of Firestone, Commemorating the Tenth Anniversary of the Founding of Firestone (COLORADO ACT)
Be it enacted by the Senate and House of Representatives of the State of Firestone in Congress assembled,
PREAMBLE
Whereas the State of Firestone was founded on April 1st, 2016, under the leadership of its founder and former owner, FedoramasterB98;
Whereas it has been asserted and widely understood that a commitment was made by said founder granting Firestone a future claim to the State of Colorado;
Whereas the State of Colorado maintains significant cultural, historical, and administrative influence upon the identity and development of Firestone;
Whereas the continued absence of formal recognition of said claim presents ambiguity within intergovernmental relations under the United Nations Community;
Therefore, it is necessary to clarify and formally assert Firestone’s position regarding the State of Colorado;
§1. DEFINITIONS
(a) “State of Colorado” shall be defined as the territorial entity currently administered by the United States of America (nUSA) within the United Nations Community.
(b) “Founder’s Commitment” shall refer to the asserted agreement, promise, or understanding made by FedoramasterB98 at or near the founding of Firestone on April 1st, 2016, regarding the future status of Colorado.
(c) “United Nations Community” shall be defined as the recognized international body in which both Firestone and the United States of America maintain membership and diplomatic presence.
§2. FORMAL ASSERTION OF CLAIM
(a) The State of Firestone hereby formally asserts its claim to the State of Colorado as rightfully belonging to Firestone.
(b) This assertion is made on the basis of the Founder’s Commitment and the demonstrated cultural and institutional ties between Firestone and Colorado.
(c) The State of Colorado shall be recognized internally by the State of Firestone as a territory under rightful Firestone sovereignty.
(d) This recognition shall not, in and of itself, constitute an act of hostility, but shall serve as a declaratory position of sovereignty.
§3. STATUS OF CURRENT ADMINISTRATION
(a) The current administration of Colorado by the United States of America (nUSA) shall be acknowledged as an ongoing governing authority.
(b) Such administration shall be regarded, for the purposes of Firestone policy, as a provisional and non-permanent arrangement pending further diplomatic or international resolution.
(c) Nothing in this section shall be interpreted as formal recognition of permanent sovereignty by the United States of America over Colorado.
§4. UNITED NATIONS COMMUNITY CONSIDERATION
(a) This claim shall be considered subject to adjudication, mediation, or review by the United Nations Community.
(b) The State of Firestone shall reserve the right to present, defend, and advance this claim within any relevant United Nations Community body or proceeding.
(c) Pending such adjudication, this claim shall remain in full internal effect within Firestone governance and policy.
§5. PROVISIONAL CIVIC RECOGNITION
(a) All individuals residing within the State of Colorado shall be recognized as Provisional Citizens of Firestone.
(b) Provisional Citizens shall not be compelled to act under Firestone authority but may be extended recognition, privileges, or protections as determined by future legislation or executive action.
(c) This designation shall remain in effect unless and until superseded by international ruling, diplomatic agreement, or repeal of this Act.
§6. COMMEMORATIVE PROVISION
(a) This Act is enacted in recognition of the Tenth Anniversary of the founding of the State of Firestone on April 1st, 2016.
(b) The assertion contained herein shall stand as both a legal and historical reaffirmation of the founding vision and commitments attributed to FedoramasterB98.
§7. ENACTMENT
This Legislation shall go into effect upon the completion of the constitutionally required processes.
§8. SEVERABILITY
Should any part of this Legislation be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.
