Redwood Police Department Act of 2026

WHEREAS, This legislation establishes the Redwood Police Department, its Chief and Assistant Chief and its respective position within the city Executive Branch; to establish the powers vested in the Chief;
Enacted by the Redwood City Council that:
SECTION 1. DEFINITIONS
a) The Redwood Police Department Act shall be defined as this;
b) A Bill to Allow the Police Department to Employ Command shall be defined as this;
c) A Bill to Allow Redwood Police to Employ Personnel shall be defined as this;
d) An Amendment of the Redwood Police Department Act shall be defined as this;
e) The Acting Chief Of Police (A COP) Act shall be defined as this;
f) An Amendment to Permit the Chiefs to Exempt Individuals shall be defined as this;
g) All defined pieces of legislation within this section shall be declared null and void.
SECTION 2. THE DEPARTMENT
a) The “Redwood Police Department” shall (hereafter known as the “Department”) shall be established
b) The Department shall be a department of the Executive Branch of the City of Redwood and shall be overseen by the Mayor.
c) The Roblox community of the Department shall be defined as this, obtaining the group identifier of 14725251. No ranks or roles within the Roblox group shall be in relation to any powers, abilities, or employment defined within this Act.
SECTION 3. THE CHIEF OF POLICE
a) The Department shall be headed by the Chief of Police of the Redwood Police Department (the “Chief (of Police)”), who shall be recognized as the department head and a member of the Mayor’s Executive Administration.
b) For an individual to enter the position of Chief of Police, one must meet the following requirements:
(i) The individual must obtain an active certification from the Firestone Peace Officer Standards and Training academy.
(ii) The individual must be nominated by the Mayor (hereafter known as the
“nominee”).
(iii) The individual must be confirmed by the Redwood City Council via a
simple-majority (½) vote.
(iv) The individual shall then enter the position of Chief of Police.
c) The Chief of Police shall maintain all powers of the Department.
d) The Chief of Police shall, in which he or she may also vest this ability within members of the Department, obtain the ability to alter the rank of subordinate department personnel. All terminations of employment must be in concurrence with active employment rights legislation. Promotions of at least three (3) ranks shall require the consent of the Mayor.
e) In the event of vacancy of the Chief of Police the Assistant Chief of Police shall automatically take over as Acting Chief of Police until the Mayor, or in their absence, Deputy Mayor, appoint an Acting Chief of Police. In the event there is no Assistant Chief of Police, the next highest ranking member shall assume the office of Acting Chief of Police until the Mayor, or in their absence, Deputy Mayor, appoint an Acting Chief of Police. The Acting Chief of Police shall have no additional power than their originating rank before taking the Acting Chief of Police title, the Acting Chief of Police shall not bear the title of Chief of Police.
SECTION 4. THE ASSISTANT CHIEF OF POLICE
a) The Department shall be co-headed by the Assistant Chief of Police of the Redwood Police Department (the “Assistant Chief (of Police)”), who shall be recognized as the deputy department head and a member of the Mayor’s Executive Administration.
b) The Chief of Police may limit the powers of the Assistant Chief of Police.
SECTION 5. EMPLOYMENT AND PROCEDURE
a) In order for one to be employed as a law enforcement officer within the Redwood Police Department, one must have met all of the following requirements:
(i) The individual must obtain an active certification from the Firestone Peace
Officer Standards and Training academy.
(ii) The individual must not have any sort of active blacklist from the Department of Public Safety or Redwood Police Department.
(iii) The individual must undertake and complete to a standard criteria, an application of entry to the department maintained by the Admissions Office, or equivalent, of the Redwood Police Department before entry into the rank of Recruit, or equivalent.
(iv) The individual must undertake a final examination, and complete to a standard criteria, after the completion of any departmental training maintained by the Training Division, or equivalent, of the Redwood Police Department before entry into the rank of Police Officer, or equivalent.
(v) The Chief of Police and Assistant Chief of Police of the Redwood Police Department shall have the ability to exempt individuals outlined in §5(a)(iii) and §5(a)(iv) and the authority to invite them into the Department as an Employee.
b) The Department may employ non-law enforcement employees for non-law enforcement purposes at the discretion of the Chief and/or the Assistant Chief.
c) No employees within the Department are law enforcement officers unless they are designated as such via state law. Employees of the Department shall lack any general police powers (such as the authority to arrest, detain, etcetera) unless allowed through state law.
d) The Redwood Police Department shall only be able to physically operate within the Version 2 map of Stapleton County. The Department may operate in the Version 3 map of Stapleton County if permitted by Community Oversight of the State of Firestone.
e) The Redwood Police Department shall be responsible for enforcing municipal, county, and state law within the jurisdictional boundaries of the municipality. Such jurisdiction shall be defined within §5.
SECTION 5: JURISDICTION
a) The patrol jurisdiction of the Department shall be outlined in superior law.
SECTION 6. ENACTMENT
a) This legislation shall go into effect immediately upon passing the legal processes as described by the City Charter.
SECTION 7. SEVERABILITY
a) Should any part of this act be struck down and/or declared unenforceable, then that part shall be severed with the rest remaining in full force and effect unless all is struck down and/or declared unenforceable.
SECTION 8. ENFORCEMENT
a) The Mayor of Redwood, the Redwood City Attorney’s Office, Redwood City Council, and any other respective party shall be responsible for the enforcement of this bill.
